Clearances & Mandatory Reporting

Please refer to this page when completing your clearance applications as the three clearances are from different agencies, and the procedures for each differ. When you receive the clearances, you must forward them to the Williamsport Area School District (WASD) Human Resources Office. We are not forwarded any results directly by the clearance agencies.

  • All school employees and active substitutes are required by PA School Code to provide new clearances every five years.
  • Employees are responsible for obtaining and providing up-to-date clearances before the expiration of previous clearances.
  • Volunteer clearances are NOT acceptable for the purpose of employment.
  • It is important to refer to the detailed instructions below when completing applications for clearances.

Please note that the process for the FBI clearance has recently changed. The fingerprint center is operated by a different organization at a different location. The instructions below provide the necessary information.

As is true with the clearances obtained at the inception of employment, these clearances must be obtained and paid for by the employee. The school district does not receive information directly from the clearance agencies. Email jobs@wasd.org, or call the District Service Center (DSC) at 570-327-5500 ext. 40200 for assistance.

The following links contain the applications and instructions for the three required clearances. Please read and follow the directions carefully. Your name and address should be provided in the sections for "Requester," "Subject of Record" and "Applicant." 

There are options to obtain the clearances by mail or electronically. Please note that for mailed application submissions, the results will be returned by mail; electronic applications will produce electronically accessible results.

PA Criminal Record Check Clearance

Visit the Pennsylvania State Police background check website www.psp.pa.gov and click on the box titled “Pennsylvania Access to Criminal History (PATCH)." Select “Submit a New Record Check” and follow the prompts to complete the application online. If you wish to mail in the application for a PA Criminal Record Check Clearance, click on the linked document to obtain the mail-in application. Please note, mail-in applications typically take longer than electronic applications to process.

FBI Background Check Clearance

Follow the directions on the linked document to obtain the correct clearance. During the process you will be asked to provide information specific to the WASD. The information on the link here provides the information you will need to complete the process.

Arrest/Conviction Report & Certification Form

This form shall be completed and submitted by all current and prospective employees of said institutions to provide written reporting of any arrest or conviction for an offense.

Child Abuse History Clearance & Training

Child Abuse History Clearance Application

For Purpose of Clearance, check the box for "SCHOOL EMPLOYEE governed by the Public School Code." The section on agency/organization name and payment authorization code should not be completed. Skip to the section on Applicant Demographic Information, and complete the remaining sections on both pages. It is mandatory to complete the sections on previous addresses and household members; failure to do so will result in the application being returned to you and delays in processing.

Clearances must be provided to the WASD Human Resources Office according to compliance criteria; failure to maintain and provide updated clearances may result in disciplinary action and can be grounds for termination of employment.

Act 126 Mandated Reporter Training

School entities must provide their employees who have direct contact with children with mandatory training on child abuse recognition and reporting.  A representative from WASD Human Resources will advise every employee which training below is required.
